Modern Warfare 2 uses the "Steam Cloud" content synchronisation, basically saving your content online as you go. When you launch Steam offline, it cannot connect to the service, as it is offline. As a result, any progress you make in the game while offline will not stay, as it cannot synchronise your progress. Your progress is retrieved each time you launch, so if you launch in offline mode you may not have any profile progress (not 100% sure on this.)

so basically pc users are forced to play the game online? this is so stupid really, how can steam get away with this, i have other steam games that do not do this! its pathetic if you ask me, will neva buy another steam game again thats for sure, no wonder people pirate games, its because of companies like steam that chase them away.

It's happening to both my wife and me on our two systems, as well. It actually happened to me last week for about two days and mysteriously got better on its own. Then it just started happening again about 20 minutes ago. If Steam would give us a response, that's one thing. But since they haven't responded to this thread or any of the other numerous threads that have similar problems, I conclude that they can all choke on a sack.

I had the exact same problem guys and this is how I fixed it. Try going into your task manager and end the processes of the programs and applications that you do not use or need. I tried that, and it worked, so that's my advice

 you didnt by any chance spot which service you stopped that made it work?
Have a sync issue with my online profile but think it's something to do with my local files on this laptop compared to my PC, I'm going to stop the two steam services:
steam.exe & steamservice.exe and copy accross files from my primary game box!

I'm sorry to say, but when I right-click MW2 and click properties, there is nothing that says "Local Files". It may be different for 'XP', 'Vista', and 'Windows 7', but I still don't see anything that says "local Files". Maybe you can be a bit more specific, thanks.
Oh, just btw: I'm using Vista.
I have this problem as well, any help is appreciated.
(I have tried all suggestions stated above, I'm still getting the message "Steam was unable to sync)your files for Call of Duty: Modern Warfare 2 - Multiplayer with the Steam Cloud")

Right click a game on your list and go to properties. There, click the 'Local Files' tab, then choose 'Verify integrity of Game Cache".
Doing that will scan your game files, and if something is missing or corrupt it will re-download those specific files. You won't be able to do it until the steam update is done with though. I've done this with XP, Vista, and 7, so I'm not sure why you can't see it. Maybe you're looking in the wrong spot?
Here's a screencap of what it should look like after right clicking and going into properties - http://i49.tinypic.com/n6ryaq.png
steam is not working right now. wait.
Steam not working had nothing to do with his question, as you can still find the menu regardless if steam is down or not.

"Steam was unable to sync your files for Call of Duty: Modern Warfare 2 - Multiplayer with the Steam Cloud"
I had the same problem, my friend told me to do this...
1: Enter STEAM and right-click <Modern Warfare 2 - Multiplayer> and enter properties.
2: Press on; "Local files"
3: Press on; "Verify integrity of game cache..."
then it should load and stuff- after that it should be done.
but this didnt help me because. the server was down
so i waited to the next day, and it was all good :)

By any chance. have you updated yourself to the new beta UI interface. When i did, i couldn't do any gaming for the longest time until i realized what had happened. Try going back to the old version UI if this is what you have done.

Steam was working fine for me until I enrolled in the Beta of the new UI, when it f***ed up. I found that I couldn't get out of the Beta before the update was publicly released, and now I'm getting this can't connect to Steam cloud message pretty much all the time. I've tried deleting ClientRegistry.blob about a million times, and most often it doesn't work. I've tried verifying the game cache, and more often than not it doesn't solve the problem. I've now tried opening any port steam wants in my firewall, and still no joy.
This is really beginning to get me down, as I do really like steam, and the convenience it offers, but this is just hopeless...
Incidentally, every now and again (maybe 1 in 100 tries), the game will work fine.
HELP!!!

It's a problem with the game MW2 itself.
Don't expect any fixes for it though.

There is alot of complaining. I have the same problem only it is with Metro 2033, but this kind of stuff happens when you run a huge network such as Steam. You cannot expect everything to be perfect 100% of the time because I think we can all agree on this "♥♥♥♥ happens." I think Steam does a fine job. Yes I have problems from time to time but for the most part, Steam gets those issues resolved fairly quickly. So search around for the answer or wait and then try to play the game again.

I agree Scrubby....For the most part, They do well. Think about it like this, We deal with one issue, they are dealing with Hundreds of thousands of issues. How often do you see a post that says "Great Job"...never. We only post when we Bxxch about something. :-)
