I just bought GOTY, I have it for the 360..
The 360 version (which I already have!), GOTY ( I may mention ) includes Shivering Isles, yet, for the PC version on Steam, Shivering Isles is no-where to be seen.
Is this just a mistake on Bethesda's half or is it a mistake on VALVe's behalf?
Either way, it's a very.. er.. Colorful mistake..

Apparently, it does, but, .. why isn't it coming up in my game after 24 hours like it should?
Do I have to close the first Oblivion gate?
It also doesn't contain the Knights of the Nine?

It contains them both. Completing Knights of the Nine was the last thing I did in this game.

So... why aren't they coming up in my game?
I haven't seen the isle head pop up yet.

Are you sure you've enabled it in the launcher? Are you using any mods or anything like that? I don't know. It all works perfectly for me.

Try re-downloading it. I got the Deluxe version and I have all the DLC and it works just fine.

I have the PS3 GOTY and it has the Knight of the Nine and Shivering Iles.
You might need to wander about for a while before you get the message.

About the Game
The Elder Scrolls IV: Oblivion® Game of the Year Edition presents one of the best RPGs of all time like never before. Step inside the most richly detailed and vibrant game-world ever created. With a powerful combination of freeform gameplay and unprecedented graphics, you can unravel the main quest at your own pace or explore the vast world and find your own challenges.
Also included in the Game of the Year edition are Knights of the Nine and the Shivering Isles expansion, adding new and unique quests and content to the already massive world of Oblivion. See why critics called Oblivion the Best Game of 2006.
and if you buy the deluxe edition you also get ALL the DLC not just knights of the nine and shivering isles.
the information above regarding oblivion game of the year edition is quoted from the game of the year page on steam, not the deluxe edition just the game of the year. so if you have bought the game of the year edition and cant play shivering isles when you load the game up and go onto the launcher click data files and check your content there see if it is enabled.

Don't you need to be a certain level before you can enter the shivering isles? Like level 15 or something

Check data files on the launch menu - you have to enable it.

^ All the official DLC should already be enabled from the start.
You have to wait 24 in-game hours (after you exit the sewers for the first time) for the Shivering Isles questline to be unlocked.

do you have to be online to access the DLC? I mean, can you play offline?

In the launcher, there's an option for data files, click this and make sure all the extra content is checked. Also, if you have some mods turned on they could be interfering. Lastly, try verifying your games cache, maybe they just downloaded badly.

Yep, I can confirm this now.
I'm coming back to revive this thread after a fresh reinstall.
It does not work.

Maybe we have to find the island first. I'll check that out after I get done re-closing the first gate this time... we'll see ..

well there is supposed to be a quest log that pops up, letting you know about some door that was found in the middle of niben bay. Check your quests, it might be in there somewhere. And if this wasnt mentioned, make sure you have the DLC enabled in the "data files" option of the launcher.
Get to Niben Bay near Bravil. In the middle of the lake there will be small island very different to all oblivion's land.On island you will find one guard, one crazy NPC,and a gate that takes you into shivering isles.Enter the gate and some guy will tell you what to do next.

Oh believe me.. I know, I've got the game on 360.
I've check marked it on the DLC as well.
I'm starting to think that you have to find Niben bay FIRST, then it'll find the door in the PC version.
I don't know what's going on.

okay i think I have your answer.
Typically, 24 in-game hours (but ranging from three hours to three days) after the expansion is installed, you will be prompted with a new quest message, suggesting that you investigate rumors concerning an island that has suddenly appeared without explanation in Niben Bay. Follow the quest marker to a small island east of Bravil.
so, considering that time in oblivion passes at a rate of 30 minutes to one real-life minute, just play it for a bit and the quest should pop up.
If you have trouble getting the quest, or if you are simply impatient, open console and type setstage se01door 10 to automatically trigger this quest. Alternatively, you can simply travel to the island, which will also initiate the quest. The island is present regardless of whether you have the quest or not (although if you do not have the quest, it will not be marked on your map).
