Expansions without Game of the year

I bought fallout 3 when it first came out. Now I would like to get the expansions for it as well, but the only option steam seems to offer is the Game of the Year edition which forces me to buy the original game all over again.

Is there a way to buy the expos without buying the original game?

Yep. Game for windows LIVE.

Costs about the same buying all the DLC than if you re-buy the GOTY edition.

The GoTY Edition comes with the DLC's, you dont have to use GfWL unless you're buying the DLC's from it.
