No AION in Europe?

I wanted to buy AION at Steam, but there is no game at Steam. Does AION restricted in Europe?

So, does anyone know why AION is not available for purchase at Steam excatly? There are profile for game, but just no purchase button.

I live in Turkey and I do not have a Purchase Button. They removed it for my country few weeks before the official launch. Lucky (or unlucky) that I bought it before they removed it.
