Ok I really wanna know if they work or not, I had items saying it would give 4+ to phoenix yet when I have it on lvl 1 it does less damage than lvl 5. Because if not I will just focus on getting good buffs instead of skills on them.

If they work, do they boost over the normal limit?

Did they really miss that bug? or what do those things add?

Also when dying there have been times when I didn't push E yet I get warped out when having half the time left. Seems to me its a bug too.

Oh yes, those class mods will add more to your skill tree, beyond the 5/5. Say you have High Velocity on 5/5, but a Merc mod has +4 High Velocity, you'll do a bit more damage on all your guns due to 9/5. Some are more noticeable than others, but no, it's not a bug. However, if you have 0/5 skill points on something, they will not add anything to it, you'll need at least 1/5.

As for the last bit, your first death is usually the longest, but if you start dying in succession, the dying bar will quicken.

Is this true? I was always under the impression that you couldn't exceed the max in an attribute and used mods to buff attributes that i didn't have any points in.

If you could post a link to the manual or in wiki for this i would be most appreciative. :)

Yes, class mods can move skills above 5/5. Some of the skills don't do anything past 5/5 (like trespass) so anything above 5/5 is worthless on them while some skills are incredible at 9/5.

From the wiki: http://borderlands.wikia.com/wiki/Class_Mods
"Class Mods skill bonuses do stack even if the specified Skills are maxed (5/5), but skill bonuses will not function unless you have at least 1 point in the specified skill."

Yeah they stack well above and beyond 5. I am using a titan mod on Brick and have focused on my tank and berserker abilities. I pretty much just walk into a mass of bullets and rip everything to pieces.....WITH MY BARE DAMN HANDS!
