Winter Assault's campaigns mode is Run n Gun missions?

I have completed 5 mission Winter Assault Order Campaign.
Each mission, from the beginning to the end. I always have to keep running and shooting. I don't have time to upgrade. I can't even get to Full Cap. Enemy is everywhere.
This is my thought so far after play DoW1 and Winter Assault Campaign.

DoW1 Campaign mission.

I can stay at base and wait for full resources.
I can upgraded to latest tech.
I have Full Cap.
The Force Commander is never died.

Winter Assault Campaign mission.

I always have to keep running.
The resources is always very low.
I don't have time to upgrade.
I can't get to Full Cap.
The Command Squad has died countless time.

it happens, certain mission dont let you even make a base, it is fun, but dark crusade campaign its more entertaining IMO

I stopped playing DoW:WA at the second or third mission, it just wasn't fun to me.
