Triple Threat map impossible medal?

one of the medals on triple threat (harmony's end) says "tag team - win with a level 2 goo turret and a level 2 emp turret in addition to your other turrets on hard/intense", none of the officers I see have both these turrets in their arsenal. am I reading this wrong, or does this not have to be done in a single game?

That level already has a L1 goo turret just waiting to get upgraded (in fact, the tutorial forces you to).

ah that makes sense, I figured they only did that on tutorial mode.
