Hi I am fairly new to counter strike but I really want to get into this game competitively. If anybody can help me out on getting a jump start on finding people to play with or just general info that would be great.

Well....theres a lot to say about this game, since it's by far the most played game ever.
My advice is google for begginer tips such as knowledge of weapons how they work and what weapons are better (and why). Watch videos on youtube, there are many videos teaching how to handle weapons and nades.
Get busy on rating your client, learn CVARs and how to use them, cvars such as cl_cmdrate cl_updaterate rate are very usefull for your inet and LAN gameplay. Learn about them.
Practice is all, you need to play a lot, public first, just join a server and fight. When dead, watch other players and learn from them. Always think your next move, try to surprise your enemy. CS is a team game, think about that when running randomly making a lot of noise and getting stabbed from the back.
Lear to play mix, mix is 5 vs 5 mixed players playing organized and tactically, so this is where good players do their gaming. Meet people and make friends and build a team, play aginst others teams (mix too) is the best way of improve your gameplay.
Get into Deathmatch servers and practice a hole map with only one type of weapon, learn to use the glock, the usp and deagle with acurracy (this are the side guns, aka 2ndary weapons). Make colt (colt m4a1 carbine), ak (ak-47) and the awp (artic warfare magnum sniper rifle) your target of practice in DM servers. Then get to know the famas and galil, lower, cheaper, weaker versions of the colt and ak.
Basic tactics are, be calm, cool swift aiming gets headshots. Bets way of NOT dying is killing first. Use nades wisely, smoke, flashes and fragmentation are all very usefull. Don't throw them without a reason. Your own nades afect you, so carefull whit those fbs (flashbangs) and HE (frag nades).

It is possible to download bots and play against them. That is how I first started counter strike. I don't play anymore but it is still a good game.

download bots, and practice aiming.
gradually increase difficulty and number of enemies. don't run and gun and always burst fire, unless in close quarters

Seeing as how you are brand new, asked politely and are clueless to the intricacies of the game, I'll fill you in on some stuff. Beware, this will be a wall of text! The people who have played for 10 years will probably know what I am saying and can skip this.
To begin with, what others were saying about recoil is a good way to start, but it isn't in depth enough. The M4A1 and the AK-47 will be the two weapons you will focus on that have controllable recoil. They have very predictable patterns but the recoil never acts the same way twice. That may sound like an oxymoron but it is one of the intricacies of the game.
On a 19 inch lcd (21 inch crt), an M4A1 will have 1 inch from the lowest bullet in your spray to the highest if you do not attempt to control the recoil from all distances. It will also only move 1/2 inch to the left and right from the center of the crosshair for a horizontal axis of 1 inch. The spray will move up 1 inch, then either left or right 1/2 inch, and when - IF - the recoil transitions to the other side, it will go the entire way for a full 1 inch transition. When the bullets are in the upper-left or upper right quadrant, they will all hit within a general area that really is not very large. It may or may not transition after this, and it may or may not transition immediately after that transition. This will continue until the clip is exhausted. An AK-47 follows this pattern as well. However, it will move up 1 and 1/2 inches above the crosshair, thus meaning you have to pull down 1.5 times more than with an M4A1 to control the recoil.
You can test this in aim_ak-colt very easily. Just grab a ruler and make a close-medium range spray and measure, then a long range spray and measure. The recoil only seems to be greater from farther away because the target you are attempting to hit is smaller - not because the game actually took into account your distance.
What this means is that through practice you can very easily control the vertical spray from any distance, and it is only the horizontal that you will ever need to worry about (assuming the enemy doesn't jump or fall off of something). The most effective way to spray with either an M4 or AK once you can control the vertical recoil is to focus on the top hash mark of your crosshair. Keep the top hash mark centered on the enemies body and you will destroy him in 3-5 bullets from close range every time if you have proper rates. If you have very good vertical control you can spray for the head instead. Once you get further away (medium to medium-long range), you will need to make a judgement call on whether or not to spray. Then, look at where the bullets are hitting and adjust your vertical crosshair off the body; pull those bullets into your enemy. Don't just spray that entire clip into the air and hope to kill him! If you see a transition coming, very quickly adjust. If you miss a transition and an enemy is moving and you are trying to spray from farther than close range, you will most likely die. Spraying well takes more concentration than any other part of the game because if you don't focus you can spray 6-10 bullets into space before your unfocused, lazy reactions kick in. PRACTICE!
There are many other things that I could talk about but I will be brief from here on out. First off, aim for the head. ALWAYS! If you find you are getting a lot of initial hits, but not a lot of headshots, aim higher at all times. Get used to aiming so high you feel uncomfortable. Even when you start getting more headshots continue adjusting your aim higher until you are whiffing, then back it down a tad. 1v1 a friend on a league map (they have variable distances and enemy positions). Do not use armor and ask your friend if you are hitting the body (bullet impact will minimally affect enemies aim), neck (aim will be significantly affected), or head (you'll see the goosh/kill). With practice, 85-90% of your initial shots should be headshots. Body shots are unacceptable in this day and age of 1.6.
The deagle is the most powerful handgun, and some would say the most random, but this is because they are using it incorrectly. It is entirely possible to get as many headshots with a deagle as with a usp, from the same distances. The key to the deagle is that for some inexplicable reason it shoots lower than every other gun in the game with the initial shot. If you are aiming for the nose with your other guns, you have to aim for the forehead with the deagle to get a headshot. Don't spam it. Just aim a little higher than all the other guns, shoot as fast as possible without losing control, and you'll get to the point where it is a hand cannon.
There is another trick with the deagle in that it has a bug where if you are running forward and strafing at the same time, the first shot will be very accurate. It is far more accurate than either strafing or running forward alone, but I could not tell you why. You can use this to your advantage and greatly improve your rate of 1 deags.
Get somebody to show you grenade physics and tactics, as well as spam spots and positioning. This will help you learn far faster. HE grenades also do full damage through walls since the damage is based upon the explosion distance away from the enemy and nothing else.
Learn how to quick-stop. All you do is when strafing out, instead of letting go of strafe to stop, tap the opposite strafe immediately after releasing the strafe you were just holding. You will stop much faster and have an accurate shot much quicker.
It is possible to hide your head behind boxes/walls because of the way the models and hitboxes were made. Position a box or wall to your right with about 50% of your screen covered and your head will be blocked. This is very useful for anti-eco sprays against baseline pistols.
When using the awp, if you press the right-click a split second before the left-click, you will have a fully accurate quickscope. The worse your ping the longer you have to wait to press the left-click. On lan you can basically press them at the same time as long as the left-click is just after the right-click. Just center the enemy and try it! If you hold the button down afterward, you will be 100% accurate as long as you aren't moving or getting shot. The bullet will seem to shoot elsewhere, but this is just a glitch.
And last but not least, make sure you use good rates at all times! You will become very frustrated when you can't hit strafing/jumping targets because your rates are incorrect. Look at the two links I will add at the end here for an idea on how the netcode and your config work together. Turn your vsync off in your graphics card settings, and set your fps_max to 100 if your computer can handle it. This will let you run a cl_cmdrate of 101. The only other thing I would recommend that the articles do not is setting your cl_dynamiccrosshair to 0 and your zoom_sensitivity_ratio to 1.0. These, however, are taste issues. Good luck!

Actually if you want, you can just play online. Doesn't matter if the players are good just try it out and see your skills.

If your new to the CS series you will struggle to begin with but give it time and a lot of hard work you will notice the improvements. Read all the great advice above and yo wont go far wrong.
Id also recommend if youve got the time practice for at least four hours a day or more.
