The only relevant thing states:
Soliciting, auctioning, selling, advertising, referrals

It mentions 'advertising' but I believe that means commercially. This is not for profit and not spam, so I should be okay..

He's just changing the map lists and restarting the server.

You can't mix modes in the same maplist.txt

PRoCon does it all for me, it loads the maplist however I want.
So I have them just alternating. Ive tested this a lot and I havent gotten a single crash or disconnect.
