No, Ubisoft charges $9.99 on copies sold through Steam.

The reason they cost more on Steam, is because of the advantages of Steam.

1) No disc in the drive (without needing to "modify" the game)

2) Free re-download service in case of HDD loss, or emergency format/reload of Windows

3) Play on any computer, without dragging your CD with you (just login to Steam and download)

4) In the case of internet purchases (e.g. the aforementioned Newegg), you don't have to wait for the product to ship to you.

This is why games sometimes cost more. Steam isn't about the lowest price, it's about the balance of price vs convenience. So the real question you have to ask yourself is, "Is the $6 more on Steam worth the added benefits that Steam offers?". Once you answer that question, you'll have your answer on which place to buy it from.

Steam can't monitor all retail game sellers around the world. And another reason:

5) It's much cheaper and easier to buy it for people from the rest of world.

Where I live, shipping costs more than the game does on Steam. I'd rather get it on Steam.
