Dont think so.. Ill check

$5.00 USD

Ive got 6.00 even USD..

Edit 2: Yeah.. Something is wrong here.. my friend sent me another 1 USD, and it still says This transaction amount is greater than your available PayPal balance

I think you must have the full price in your account ($20 in this case), even if it will only cost $5.

Had the same issue here. There's a certain amount of money you must have before you can buy anything. I had $5.09 in my Paypal, but was unable to buy it so I attached my card. It ended up deducting $1.03 from my card along with the money in my paypal.

I've never used PayPal but does it not require a certain balance in the account since it's sorta like a mini bank? Don't know just curious.

What probably happens is that it does a pre-purchase verify before running the transaction. Sounds like Valve forgot to reset the verify to $5, instead of leaving it at the default $20 (the original price of the game).

That is not true.

I had a spare $5.95 in my paypal and i went ahead and bought Torchlight for $5 and everything went smoothly as its supposed to. I had exactly $0.95 left in my paypal. Make sure you choose PayPal as the checkout method.

Most companies now-a-days tack on a $1 "testing fee", to make sure the account is active and has the funds before tacking on the bill. You'll get the dollar back, it's just thier way of keeping thier butts outta the fryer.

Edit: Ninja'd before I could answer.

A friend of mine had exactly 4 euros on his PayPal account and he bought it without any problems...

Here is your issue: You're using a piece of ♥♥♥♥ payment method called PayPal.

with regards to Steam deals:

if the game was 19.99 and on discount for 4.99 and you have 6.00 in your paypal (with NO credit card attached) paypal will assume, but not withdraw, 19.99 is the price.

if you attach a credit card, you can make the discount deals no problem. essentially, paypal doesnt register deal prices until the transaction is made and corrected automatically.
