I was going to wait, but the sale was a little much to pass up. Even though the game looked like an utter ♥♥♥♥ fallout 3 rip off with lame graphics, it is an amazing game...

Don't bother waiting, the game is really fun and very much worth it. If there is a GOTY edition in the future, its the distant future.

A "Game of the year edition" doesn't guarantee how much, if any, of the DLC it will have. Take Oblivion for example.
I don't know if Steam will do anything special for it, but Moxxi and Dr. Ned expansions are being re-released (edit: on disk)in a "Double Game Add-on Pack" tomorrow (in NA, 9th in other countries). So it seems like its developers are trying to package stuff up..
I'll make a stab at it and guess that they packaged those two together because they share the same 5 activation drm limit.
And speaking of drm, I'm glad I picked up the base game separately, because I wouldn't want a deluxe edition if it means a 5 activation limit on the core game as well.
