me personaly, try keep your list small, i realy want the whole continent, large parts of some of the planes of oblivion and its expansion pack should be set in avikari. that probably wont happen
1:on steam, not some crapy gfwl
2:every armour should have multiple variations of it ( like 5 deadric greaves that all look different but only have slightly different stats)
3: pauldrons (shoulder armour) gloves get left and right (like morrowind)
5:cloths to be worn under armour (like morowind)
6: everything at a fixed level, if i go to the most evil tomb in the game i want to fight (and get owned by) liches, not rats
7: every race should have different voices, in oblivion the worst example is the male orcs, they are ALL the same
8:bound horse, bound arrows, bound throwing weapons
9:enchant,spear,medium armour,throwing,crossbows
10: co op (puts on flame suit)
11: a better speachcraft system
12: wallwalking, flying
13: every armour in the game should be lootable
14: there should be a cheat that allows the player to play as a non standard race (for example golden saint)
15: stilt striders if this game may be in morrowind. ships, cliff racers, mages guild teleports
16: the player should be able to call anything his house

cliff racers
Seriously?
I'd like to see a bit more depth into character creations. Morrowind was ok, but in Oblivion "blade" meant all types of swords. So you could have all your stats set to be a thief or something stealthy, and still be able to use a massive claymore, making what you pick redundant really. Thats nit picking though, im not sure what else could be added.

Less game crushing glitches. When I come across an item duplication glitch that maxes out my money, and my black soul gems, along with the power of the apocalypse staff(or what ever its called.) The game is no fun. And I can't play a game with glitches like that.
Also, I liked the random guns that borderlands had. It would be nice if swords in oblivion had that. Then you could truly customize your characters play stile.
Graphics textures need some polishing. But they have already stated that a new engine is under way.
I would like to see a less "bland" map. Not just European meadows every way you look.
They could add more spell effects, like weather, levitation(add it BACK), and many more.
They should add more off shore islands, like morrowind had. Along with more hidden places. Morrowind had a ton of those.
Basically take Morrowind, and give it a face lift, and a new story.

Here's what I'd like to see (but probably won't) in the next Elder Scrolls game.
1: More of Tamriel - possibly even the whole continent; we've only seen Cyrodiil, Morrowind, and parts of High Rock thus far.
2: Advances in technology. They can't have lived in the dark ages forever, and it would be interesting to see how magic and technology would meld. (Gives a whole new meaning to the term "Incendiary Ammo")
3: Self-awareness. This is already in games such as Aliens vs. Predator and Left 4 Dead (but NOT Left 4 Dead 2). This includes two things. One, I would like to see more of my body than just my hands when in first person mode, and two, my shadow should be cast at all times, not just in third person mode.
As for the rest of it, I'm not picky. :)

I would like to see some sort of multiplayer (be it co-op or otherwise), a larger variety of weapon and armor models, a larger variety of internal dungeon design (Morrowind seemed to have more of this), and more expansive DLC.

Khajitt...with fur shaders. Bonus points if they get wet and look silly when they come out of the water. :)
Also more mixes for the beast races, the lore says there are lots of "different species" of beast races, but in both Oblivion and Morrowind they only had one variety (the human like one). I'd love to see the more beastlike Khajitt, or the much closer to dragonkin argonians. Probably not as PCs for obveous reasons(walking as a beast would require a totally different control scheme, suck when you can't open doors, ect.), but as NPCs definetly. It always felt like they just sort of dropped the kitties and argonians in just to have them represented in game, especally in Oblivion, where they literally were just recolored human models. I'd love to see what they can do if they go all out with the lore, the more beastlike versions, the crossbreeds, ect.
There simply must be someone with no pants stuck in a river. It's tradition.
I'd also like to see basic clothing given an armor rating, or maybe even the ability/skill to dodge blows. It's pretty bad when even your mage character needs to learn heavy armor to survive, while in character all the NPC mages are running around in cloaks and robes. Something that's a mix of action based commands and stat based results would work best. Like you hit the dodge blow button with the right timing, but your character's skill level determines how useful the dodge animation is.
Ditto on the shadows and first person body awareness. I would also like to see them keep you in first person when you get thrown to the ground, instead of Oblivion's "swap to third person till you can get back up".
I'd love to see some more interesting locations, like deserts, the argonian swamplands, the nordic highlands, ect. Something a lot less generic "fantasy world", and more "Elder Scrolls world", if you know what I mean.
And real alchemy, in the form of a true minigame type operation, in realtime. So we can actually read over the lore on how to dry and process these items, then put it into action. The current way is way too simple, and doesn't have the risk/rewards type of play we read about in the lore.
More dynamic NPCs, yes, more so then oblivion. Don't just give them schedules, give them life goals, hopes, dreams, beliefs. Give us as players the chance to really ask more personal questions once our relationship is higher, and have them take into account our PC's "belief"(or at least race). I've always wanted to delve deep into a philosophy discussion with the priest of one of the Nine's Churches, or ask a begger what he'll do with the money, or if he would like bread instead. Add little touches like that, and honestly, I wouldn't even care if none of it was voice acted. And have them approach or ask us a question every now and then too, like for example, talking with the priest, she/he might ask me, the PC, what my faith is. Let us as PCs answer, and have them react accordingly.
I'd also love it if every bandit group didn't attack me on sight. If I sneak up to them, give me the option to ask them something. Morrowind sort of had this(but it's probably more a glitch then anything else). Oblivion pretty much said "He's evil, you kill him". I should be able to say "hey, I'm not here for you, or your treasure. I'm looking for someone skilled in swordsplay, and was wondering if you'd like to help. I'd give you a share in any loot we find." Even if the response is simply for them to draw their sword, I could at least IC try to solve the situation peacefully first.
I guess in short, I want them to really take the lore and just run with it, back and fourth, till we get something where we really "live" in the world. Sure, our PCs would probably melt to bits, but I for one keep reading the lore stories, and wishing I could DO my own PCs versions of those stories in the game itself, instead of being forced to choose "good or evil" and being stuck in a "game", a mere shadow of what the Elder Scrolls lore really could be.

I would really like to see the addition of a Gnome race. while it doesnt have to be, though it can be made up completely of female gnomes.

Personally I only had the non GFWL version. I certainly wouldnt buy the steam version either. Its not online and I dont want it to be. There is a rumoured TES MMO in development which will fill that niche.
Most importantly, it needs to be as moddable and open (non linear) as the current Oblvion. I am still playing it years later because I can mod the world and extend it basically do anything I want. Its the architypal PC sandbox RPG. Certainly the best ever game.
On top of that, better graphics and a more efficient engine. Havoc engine needs a major upgrade. A more interactive set of NPCs helps. This limits what modders and the game in general can do today.
Something to avoid - Fallout 3 graphic style. Keep TES as beautiful as Oblvion and morrowind. Walking through breathtaking environments is part of the attraction. Especially when you upgrade the texture packs to 4096x4096

to be honest the landscape depends on where it is set (forgive my spelling)this is how i imagine it looks like
tamriel-
skyrim-cold mountainous
morowind-cold, wet and full of mushrooms on the outside of vardenfell and volcanic badlands on the inside, i am not sure about the mainland, but i also imagine it swampy
black marsh- hot and a massive swamp.
elsywere- hot desert- maybe with some jungle like parts
redgard-probalby like skyrim but hotter (because its near skyrim and they are black)
summerset ilse-hot and carribean like
valen wood, like cyrodil, with monkey people
planes of oblivion

i think all these lands would be epic, someone had a rumour it would be called empire-so yes, this HAS to be the best elder scrolls game
also
1: no physic gaurds- if you kill a soldier in the middle of nowhere you dont expect a 1000 bounty on your head
2: all the guilds should be enterable at once, and quests can be done that could risk membership from another guild. (but not a definate out)
3: NO physic enemies, if i am hiding in the shadows half a mile away from my victim and snipe him with my bow i want him to die instantly/fall to the floor and bleed to death or wither in pain and search for me. i dont want it to die/know instantly exactly where i am.

1) If the Gamebryo engine is going to be used for Elder Scrolls V, then I would want it to be more optimized. Proper support for multicore / multithreaded processors is a must.
I can't tell you how frustrating it is to spend $280 on a new video card because I want oblivion to run well, only to find out that even the best cards on the market 3 years after the game is released still can't run it flawlessly. (I went from 9800GT to GTX 275 oc)
2) keep the lock picking system!
3) proper FOV slider, like UT3 and Bioshock. so I don't have to install OBSE, OBMM, and Streamline just to get a working 90 FOV. Game developers should expect that field of view is as important to widescreen users as resolution.
4) improve the combat, but don't make it too complicated.
5) stop the BS pre-order offers. I hate that they try to entice me with some stupid in-game item. All players should be able to unlock everything that is contained in the base game, no matter where they bought it. Add in DLC later if you want, I don't care.
Really its all about number 1 for me. If by the release date the game cannot run on medium settings at a high resolution (1920x1080 or 1920x1200) on even the most expensive single-card GPU, then it's a fail.

There are mods that can achieve pretty much all of this on the PC.
