Does the steam dlc work with non steam Grand theft auto IV?
Or has anyone even tested this?

Steam doesn't have the DLC, it has the standalone.
This will work even if you don't own ANY copy of GTAIV.
If you want the DLC addons instead, buy them through GFWL.

There are two ways to have TLaD and TBoGT. One is to buy GTAIV Episodes, the other is to buy them through GFWL.
With GFWL, you will be required to run GTA IV through Steam, and will have to activate the add-ons in that method. If you own TLaD and TBoGT on Xbox Live (For the 360 version), you do not get access to the PC version of this content like you would with Fallout 3.
With Grand Theft Auto IV: Episodes from Liberty City, they are stand-alone and do not require the original GTA IV.
Frankly, I'm happier with the stand-alone entries simply because I'd much rather have a cleaner interface (such as choosing which expansion/story to play.) The price between the GFWL add-ons and the standalone pack is roughly the same, so you don't lose much buy buying it from Steam.
