Feral Ghoul Reaver bug

I have the GOTY edition of Fallout 3 and have run into 2 Reavers within like 10 minutes, and both of them were huge red boxes with a "!" in the middle, so im guessing im missing their texture, but also, unless I get right up on them they wont attack. When they do attack that box disappears and they are just invisible. Anyone ever seen this?

*Edit* I cant use vats on them either, everything is 0% chance

I didnt buy it through steam...can I add it to steam? I should be able to right?
