Splinter Cell: Conviction on steam?

First, sorry if this has been answered.

Is Splinter Cell: Conviction (PC) going to be on steam? I assume the answer is yes based on fact that it's showing up on the steam.

However, it is not pre-orderable (if that's a word) yet. So, when is it going to be able to be pre-ordered or bought?
