I just downlaodd the CO demo and then went to play, I made an account on their site, but when I log in it says in the bottom left, 'error, contact billing support'

The biggest culprit is typically that your account is not activated for the free trial so the system is trying to match you up to an active subscription. You may need to just click this link to 'activate the demo'; make sure you are logged into the CO wesbite first:

I don't know why this isn't more prominent on either Steam on the CO website. You can play the demo for an unlimited amount of time but you do have some sizable restrictions.


DEMO:

Limited to 2 characters
Cannot trade player-to-player, send items via mail or use the Market Place
Cannot send in-game tells except those on the friends list (but can receive all tells)
Cannot participate in zone chat
Cannot send a friend request, or team/supergroup invites (but can receive and accept them)
Cannot proceed past the tutorial (Millennium City Crisis zone (http://www.champions-online-wiki.com/wiki/Millennium_City_Tutorial))
Cannot go above level 15
