Not getting any missions in chapter 3

After the guy told me that vincent needs help i cant start any missions . they arent even traceable . must i do something for them to appear ?
edit: the mission appeared after i did all the seasonal side missions ;;-.-

i did the same thing i kept wondering wtf? where are all the greaser missions. stupid christmas
