For those of you who were lost with newer ATI cards having bad FPS in Win7, or XP SP3 I have fixed MY problem. I hope it also works for you or gets you started in the correct direction.
Since the past discussion is no longer on (at least the main pages) steam forums, I will summarize my problems.
I have an HIS HD4670 IceQ AGP video card and was using Windows XP Professional SP3 when I bought and installed the card. I had studdering frame rates in most games, including CS - sometimes dropping as low as 20 fps. Well, that did nothing. I came on the forums and noticed other people with HD AGP cards having the same CS issue, and SOME people with HD cards and Win7 with the issue. There were a few forum posts around that suggested a certain Windows update caused the issue, because that is when they noticed their problems.
Once time permitted, I got around to rolling back drivers(after I updated in steps from Catalyst 9.6 - 10.3) and back to XP SP2. Well, my CS fps issue is gone, and here is exactly how it worked for me:
Reformatted to XP Professional SP2.
Installed HIS provided drivers(Catalyst 9.6)
DID NOT Install HDMI AUDIO Driver(It tried but apparently failed. I believe because there is no Microsoft UAAB HD Audio Bus driver included) It is currently listed as just a "PCI Device" under System Devices in "Device Manager."
Did not run any Windows Updates.
I hope this helps some of you. I am frustration free now, no thanks to ATI.
Note: Catalyst 10.4 is out now, and I have not tried that with Win7 or XP SP3. And I won't.
