Do I need to buy every single campaign for a character to reach a certain level? For example, in WoW, to reach level 70 I have to buy the Burning Crusade expansion pack. For level 80, Wrath of Lich King, etc.

Level cap is 20 across all games.
There's only one expansion, Eye of the North, the rest are stand alone games that deliver their own content/stories and extra character slots and unique character classes.
Any of the base games(Prophecies, Factions, Nightfall) can be used with Eye of the North.

No and dont compare this game to WoW. The different "versions" are just different campaigns (where new professions come from) ex. Factions (assassins and ritualists) Nightfall (paragons and dervishes). Lv. 20 is maxed (and makes sure you get all of your attribute points too)

What's the benefit of getting Trilogy over one version, other than more content?

It's pretty much for more content.
Plus if your friends are all playing on campaign A and you only have campaign B, then you can't join them. Having all the versions also allows you to access the full range of skills offered across all of them which, imo, is important in this game since it's emphasis is not on how good your equipment is or how high your level is.

GotY edition is just Prophecies only.
Trilogy is all three campaigns (Prophecies, Factions, Nightfall)
To OP: The level cap is 20 and does not change. Extra campaigns only mean extra content. GW isn't about leveling; it's probably the smallest part of the game that no one pays attention to.

You can make a PvP character that can have max items from the start. All campaigns have the same max items in terms of stats so you will not be disadvantaged that way.
The only disadvantage you'll get is that you will not be able to get skills specific to that particular campaign. You will be able to use the core skills plus any campaign specific skills of any campaign you own.
In short, in PvP, you will only lack a wider variety of skills. You will be at a slight disadvantage in terms of skill choice. In PvE, you will only lack extra content (in terms of more variety of campaigns, quests etc).
