Does internet connect affect cs recoil lag?

I dont know what's wrong with cs these days, but it's been acting weird. I had perfect recoil, i could actually burst in 3 bullets without it going everywhere. then a few days later it's all screwed up. i cant find any solution.

check your fps. if its capped at 60, then there might be strange recoil. i got some problems as well. this started when i updated video drivers.
