When I do Kens Kara throw.
I can see Ken warp forward about half a step.
but it does not seem to add any extra range on the throw.

if I'm not right on top of the enemy, his hand just passes right through the target.

Is Ken's Kara throw basically <Hold forward, press Medium Kick, then Throw nearly instantly after medium kick> ?
Is it supposed to add a tiny amount of range onto his throw basically?

Is there a limit to when you can use Ken's Kara throw?
Does it only land after certian attacks or something?

Best Time to use the ability that i know of, is after a poke fest.
to mix it up.

I guess I understand how it works.

I just cant tell if there is an actual gain is distance or not.

if there is, its only about 1 poke block distance advantage basically right?

just enough to mix it up ?

You can use it in any situation you can use a normal throw. It's generally used for mixups as the opponent thinks you are too far away to attempt a throw, they will not have time to tech (or option select) the throw when it happens. And yes, you got the motion right. It's forward mk ~ throw. The timing is a bit strict, but it's not extremely hard. You just have to make sure you hit the throw fast enough so that the forward mk doesn't fully come out.
