Statesman Hotel, think Im stuck

So i wandered into the hotel through the hospital after i heard the emergency broadcast. while in the hotel i went down through a ceiling into a bedroom, continued through the hotel but cant go through the elivator... so tried to back track and cant get back up through the broken open ceiling...
now i cant seem to find another way out. any ideas more experienced peeps?

edit: i didnt speak to anyone i thought the quest would start properly when i entered the building, it seems the elivator needs to activated somehow, also i cant open theo's ammo box... STUCK!

no, just heard the radio transmission, i didnt hear anything about talking to reilly first. Now i cant get further than the elevator in the hotel. I thought reilly would be in the hotel.
