graphics.cfg??

i have a graphics.cfg file to put into the portal folder to better my graphics and fps because my computer isn't the best. but where could i put it?


C:\Program Files\Steam\steamapps\(steam ID)\portal

-or-

C:\Program Files\Steam\steamapps\(steam ID)\portal\portal

-or-

C:\Program Files\Steam\steamapps\(steam ID)\portal\portal\cfg


any help please??
