Steam won't download games

I'm trying to download Portal, and it got most of the way through before the servers crashed. Now it won't even start downloading again, it will only say "Download Starting..." but never does anything. There isn't a download button or anything. How do I get Steam to start downloading again?

I've been trying to download portal since release.. no luck so far :(
