It was available briefly, but now there's several nasty "bugs" with it, so it's been temporarily removed from Steam or the Storefront until they get things fixed.

biggest issue people are having like my self reason why no one knows what is going on is becuase steam removed the whole store front web page for absolute power so it is like it total dissappered and there no new report on steam as to what happend or why so people who bought game dont have a clue as to what is going on.
steam should left the store front web page up removed abilty to download it and put a news bulleten up on store front page of absolute power telling people what happend and eta as to what is going to happen if they can not software company can not fix the problem for people who paid.

Galestorm: Yes, I agree, there should have been at least some notice left on that item on the Storefront if someone went to click on it, such as; "This item is temporarily unavailable due to current problems with it not working correctly. However, the developers are currently working hard to correct these issues, and this item will be available again ASAP". Well, I'm sure they would have worded it differently. But at least some kind of note from either Steam and/or Kalypso on the Storefront for this item, or maybe even a Sticky message here in this thread, would be a good gesture and good PR, rather than leaving owners of Tropico3 or people who perhaps bought this expansion-pack when it was available briefly, scratching their heads wondering what the heck is going on.
I actually had the new Tropico3 expansion-pack in my shopping cart, then got busy doing something else for a while, then later logging back onto steam my shopping-cart was empty and that item completely removed without any kind of notice or explanation from the Storefront. So I guess I got off lucky in this regards.

I wish someone would provide an ETA for when it will be fixed. Even if it's not possible to give an accurate ETA, then at least regular updates.
If this goes on longer than 5 days, then Steam needs to have the decency to give a refund.

Would be nice to have an ETA. I'm at the point where I would either just go to the store and rebuy Tropico and the expansion... or buy them from another spot on-line where they actually released a working product.
That's the only thing I don't like about Steam, honoestly. Expansions and patches have to come from Steam to work.
