Download pause at 99%

Hi,I bought C&C 3 last saturday and I still couldnt play the game
because the download stuck at 99% and whenever i start the game it says.."The game is currently unavailable please try at another time"

I tried almost everything..restart the steam and download again, reinstall the C&C 3 again, Uncheck the steam folder from read-only...
I even sent email to steam but didnt receive any mails yet
What should I do? please help me out

Try deleting your clientregistry.blob from the Steam directory, then restart Steam. Also, see if it will let you verify the game cache.

reboot comp, verify game cache, wait patiently because tons of people are prolly downloading c&c games via steam.
