Fallout Game of the Year Issue

I'm having a problem with the game.

I read that GoTY edition gives all of the DLC content but when I activate the purifier the system runs into game over and doesn't allow me into Broken Steel ands when I load it puts me back to the fight with the last 3 Enclave units (general and two armoured grunts)

Have I downloaded it wrong or do I actually have to buy it.

Make sure you enable the DLC in the launch window.
