AFAIK Steam User Agreement permits this, as well as using a VPN or US based proxy to buy in another region. Be careful.

Also, if you buy too many games in a short time with paypal, your buying ability on steam will automatically be blocked (happened to me last xmas holiday sale ^^), and you will have to explain to support why you bought Blur 10 times in one day...

EDIT:
I guess it's no problem doing this for some friends (like a handful) but offering it to the general public is like opening a store (technically, at $40, you make $0.01 on every "gift", which makes it profitable for you :)

I will not advertise any shady websites, but there still are other ways for Europeans to get a legit game today besides D2D. Maybe MrGoogle knows more.

Yea its nice you are offering this service, the good thing is that from the UK at least we can send the exact amount, for example I sent $39.99 USD from payal to my friend for this, inseatd of working out the currency conversion, the only profit he got from this was a thank you +rep from me :).

But as MrDowst says, becareful you don't 'abuse' this as they Steam won't like it.

I can't see how a couple here and there (few a week) can hurt though, just make sure you only uise safe medium's like paypal and not sharing bank account details etc.
