Because Steam is obviously run by idiots. The game was supposed to be released last week tuesday. On tuesday Americans could buy the game, Europeans not - date in store page moved to 28th. Community was a bit pissed, but another three days - not that bad. Friday (28th) came, game still not available. Potential customers waited and waited the entire day, eventually (still on 28th) the date in store page changed to 'May 2010'. Until today it's May 2010 and NO COMMENT neither from Steam nor Activision.
My advice? Buy it elsewhere, D2D sells it for 32 Euros (gotta set region to US instead of UK or EU).

If anyone's, then it's Activision's fault. Valve would release by schedule but if Activision says "Not for EU yet" then Valve has to comply to that.

WHY would Activision do that? The game's released in Europa already. Check D2D, check amazon, check your local stores. It's only Steam that's behind.
Also, support doesn't seem to know ♥♥♥♥. They told me they're working on it (whatever that means), to an Italian guy they said it's not gonna be available in his country.

I remember this from another digital-distributor who did the same stuff:
Perhaps Activision planned the 28th as EU release-date on Steam, but perhaps Activision got an offer from D2D to have exclusive distribution on the internet for a week or two in Europe. EA did that in the past with EA Partner games on Steam. They'd release them first on their own EA-Store and a week or month later on Steam.
