would it be possible for VAC to prevent hacks/cheats rather than kick them after the damage has been done?

VAC doesn't kick people. It just simply not compatible with P2P hosting. LEAVE VAC ALONE!

It is compatible. VAC is working as it should. There is just not the short-term wrist slap defense of admins or kicking. And I highly doubt VALVE will revamp its entire anti-cheat, which works perfectly well in other games, for one game it does not even own.
