I guess because it's too much work getting such old games to work on new operating systems. The Creative Assembly is a relatively small studio, and most of their time will be spent on supporting current games/creating new ones.
But you'd figure that it would be worth it to get them to work - the game is complete, they just need to get it to run, and to test it. I don't know how long that process takes, but say it's 2 months to get a bug-free version out. I'm sure the sales of it would easily cover the costs of 2 months work.

There are plenty older games on steam than medieval.

Well, I couldn't get Shogun: Total War to work on my machine. Guess there's too many compatibility issues that the publishers and developers just don't wanna handle.
