Ok, so i used to have the disc version of Oblivion, and it was fairly easy to start over with a clean, modless install;, The steam version however ont return to just Oblivion+SI+DL?C no matter what i do. is there a method for returning it to 'default'? if there has already been a thread on it, i apologise.

The easiest and quickest way to do this is to make a copy of your Oblivion Folder when you make a clean install and before adding anything to it. I have 2 copies of my Oblivion Folder on my Storage drive at any one time.
The first is the vanilla install.
The second is a snapshot of where I am up to in modding. IE, the las known good working version with mods. If I bugger up, I can either delete the buggered copy and copy over the vanilla, or I can delete the buggered copy and copy over the last known good modified version. And despite the size, its always faster to move from one place to another than to download it all again.

ok, but i neglected to do that, which is common practice for me on Morrowind/Oblivion/Fallout 3. So now im stuck with an install with some screwed up textures and it wont return to default. I'v uninstalled, deleted my directory+ plus uninstalled. My only option is to go through and delete all my mod related stuff, Only problem is several of the installed mods have overwritten textures and meshes and the like.

Yeah, there is no way around getting vanilla textures back Im afraid.
