I had an issue where the game would crash during the loading screen for a new game, which was solved by uninstalling ASUS Gamer OCD and Smartdoctor. Currently, the game crashes immediately after I answer the third question in G.O.A.T.
Things I have tried:
Installing CCCP then adding fallout 3 to the exceptions list
The quad core fix (enable threaded ai and max hardware threads = 2)
Installing the optional .NET 3.5.1 components
Installing .NET 4.0 (I actually have the SDK)
Upgrading DirectX (I have the June 2010 SDK), yes I do use the SDK's, it was just a matter of time until they were installed
Updated my Audio and Video drivers
I have tried setting the Launcher and Executable to various compatibility settings (it actually makes it crash faster..., still after I answer the question though).
I have verified the integrity of the game cache
Other solutions I've attempted not mentioned anywhere:
Set affinity to two cpu's via the task manager
An issue with Bioshock was resolved by enabling stereo mix in my Sound Menu (I have a Realtek High Definition Audio device)
The relevant system specs:
Windows 7 x64
8gb ram, DDR3
Phenome IIx4
AMD 5870
I am currently on Catalyst 10.5
I have some event logs if they help. This is a new computer (built this past weekend), so I also don't rule out errors during construction (although Fallout3 is the only game not functioning at this moment).
