Permanent Retirement problem (spoiler)

In my game, the Rose of Sithis doesn't kill Adamus Phillida. I tried shooting him while swimming, while going into the water, while coming out of the water, and at night in the barracks, but he always immediately dons his armor and attacks even though the arrow Rose of Sithis obviously hits him.

This happen to anyone else? Solutions?

Well, you can always kill him in the console.

Click on him and write kill

Then write sqt to get the quest information, then write setstage <questID> <stage> (10 higher than what is is at)

Have you installed the Unofficial Oblivion Patch? It supposedly fixes that particular bug (http://www.uesp.net/wiki/Oblivion:Permanent_Retirement#Bugs). Alternatively, just use a different weapon.
