Im tired of all these refund threads so heres the ultimate guide

I bought a game with my credit card through Steam and either don't like it or don't want it anymore. Can I get a refund?
Answer
As with most software products, we will not offer refunds for purchases made online as outlined in the software license - please review Section 4 of the Steam Subscriber Agreement for more information.

How do I contact Steam Billing and Support?
Answer
Create a Support Ticket to contact Steam Support
1. Click the Contact Support button located at the top left of any Steam Support page to create a Steam Support account which is separate from your Steam account. Do not attempt to enter your Steam account information for the Steam Support system, as it will not work.
2. Click the Ask a Question button which should now replace the "Contact Support" option at the top left of any Support page.
3. Fill out the applicable fields, upload any necessary attachments and click "Submit Question" when finished.
Important:
Once the question has been submitted to the system, an e-mail confirmation will be sent to the e-mail specified on your account. If you do not receive a confirmation e-mail, please check the spam filters for this inbox. If you do not receive the e-mail, your question may not have been successfully entered in to the support system.
Basically you can only refund from steam before it is released
Contact them ask them to refund the game and that it is pre-ordered and they will guide you through the rest
This is basically the same concept for every other store contact them and they will refund your game if it is preordered and there are some exceptions for PC games AFTER the release
