I'm eventually going to put some in the area, but for right now they are peasants.

I play with all disasters ( except Tornado...that's a little too much ) turned on and personally like the layout of a city if it has all the municipal buildings ( Firehouse, Doctors, etc)

But in the beginning of the game a carpenters house is worth a tool shop or 2 hemp fields etc..not to mention upkeep.

I've never seen a peasant hut catch fire....but they usually don't stay peasant for very long either...

And once I get Carpenters hut I just place them so they cover the city in it's entirety so I don't have to worry about it...
I've got other things to do...build, trading, trade routes, settlements...
But ....if I knew that they didn't need the Carpenters House until Citizen then I could wait and spend the money and tools somewhere else..and not just take a chance of scrolling back to main town to find the peasant areas engulfed in flames....

I don't place Firehouses until Patrician...Carpenters seem to keep sooting under control until then.

If you are playing with all your disasters on you will need the carpenters. You don't need them to you get to that level of the game. All housing needs the carpenters once you get to that level of the game and are able to build the carpenter buildings. Plus if you have carpenters you might be able to do without using fire stations. As long as you don't get any bad weather coming across your Island. You just have to try some of those things out.

Peasant houses can only catch fire on patrician level as I know. Rule of thumb is that you don't need a building if you can't build it. It would be rather annoying and painful if so, meaning you will never need a medics house until you reach noblemen.

The chance a house will catch fire is affected by many variables:
- Cobblestone vs dirt roads
Dirt roads increase chance of fire and that the fire will spread from house to house.
- Acts of sabotage
- Taxation level
The unhappier your civilization is, the higher risk of fire and other accidents
- Thunderstorms
Thunderstorms can damage buildings and if a house is directly hit by a lightning bolt, it will be set on fire right away. Damaged buildings have increased risk of fire.

I hope this covered most of it.
