Cheating AI?

Putting it basically, I'm playing as Prussia and am attacking Brandenburg with 30k infantry, 5-6k cavalry, and 30 cannons, they only have 20k infantry, no cav, no artillery. Prussia's land-tech is 14, Brandenburg's is 10. Assaulted them five times, with full morale, replenishing losses, always outnumbering them with an army using better tech, and yet they never lose a quarter of their morale, and force the Prussian army to retreat every single time. Then they counter attack with that same force, overwhelm a superior force, etc. Does the AI get unfair handicaps in this game, or does the random-number-god rrrrealy have it out for me?
