Holiday Sale for New Releases?

I know no one will have a definitive answer to this question until, and if, it happens, but I was wondering about something: With Civilization V scheduled for release on September 21, is it common for new releases to be included in Steam's Holiday Sale?

I have started paying closer attention to Steam's sales only recently, so I don't know Steam's history, as far as its holiday sales are concerned. Of course, I'd jump at the chance to pick up Civilization V for less than $50.00, if I can.

Try retail since it uses steamworks it goes in Steam either way. New releases in steam after that time tend to get a small maybe 10-15% discount at most during the sale although I suspect given how well it will sell there won't be any. I preordered it on Amazon uk for £24.99 which is about $37 so have a look around for that sort of price.
