As the topic requests how do you get more bio electric energy when you deplete your reserves? Thanks
Use either a bioelectric cell or a maintenance bot.

Use the BE-cells.
When you return to UNATCO for the second time, you can use the repair bot at the shack beside the helibay.
To train up:
Go to your inventory screen - hit the "SKILLS" tab, select the skill you want to spend points on.

so how much skill would you need in order to shoot the pistol accurately? I tried playing the first mission and couldn't get anywhere because none of my weapons seemed to have an impact on the enemies. A perfectly centered headshot did nothing against them.

Even with no skill at all in a weapon category, it is possible to kill the ennemies. Plus, by default, the handgun weapons skill level is the only one which is not on level 0, but on level 1.
So unless you're trying to hit the NSF from 200 meters aways with the pistol (and then, you should consider that a pistol isn't a sniper rifle), or you've been trying to hit your allies who are not vulnerable at this point of the game, you must be experiencing a bug.

You only need to be trained to use the pistol effectively. Just crouch, stay still, and wait for the reticle to centre. It might take a while, but this isn't a run and gun game.
It should take 1 head shot to kill 1 NSF on any difficulty. If you didn't kill him outright, that's probably because you missed his head. The bullet will travel to any location within the reticle, so unless it's at it's smallest, you'll have trouble hitting targets over a distance.
At higher skill levels, your reticle closes faster, but you don't really need to go to master level because you can easily mod your pistol to have the effectiveness of a sniper rifle.
So in all, don't play this game like halo or modern warfare. Play methodically, choose your marks carefully, know where to hide once you've taken your target down.
