Where can I get the MaxFX tools?

I Googled around some, even searched these forums, to see if I could find the MaxFX tools, but with no luck; it's available on Levels4You, but it requires registration, and at the time of this post, their registration form is down.

Anyone know where I else I can get it short of getting a retail CD?

On a similar note, why the hell aren't the tools distributed through Steam as well? Seriously, Rockstar?

Yep I agree, they should distribute it, or at least give fans a location to upload additions, so I could make my Max collection available to others.

Upping/downing to and from megaupload is a hassle, but for now it's all I can do.
