It's primarily the 1st but there are mods for the latter.

To be honest if your expecting a COD or battlefield you won't like it, it's based on realism, a bit trick to make it work nice and look good, really graphically intense, check the spec of your machine and then see what you can do. but check it out if you like.

If you got a good PC and you dont mind larning new stuff you will love this game and if your PC is good the game will leave you breathless.

I guess you could consider this game in the area of both. As the single player is strictly a FPS, but CTI in the mulitplayer allows you the control of many units and allows you to deploy your own style of strategy in the battlefield.
