How big is the actual DOWNLOAD of the game?

I don't want the size of the game itself, because I know it is already 11GB, but I want to know the approximate size of the download before intallation off of steam. I have a very awesome internet connection, but I am only allowed 30 GB of download and upload(together) per month... If the download is what the game size is(11GB), then I'll spend a third of my maximum download capacity on the 3rd day of the month... So is it smaller? Compressed? I started the download to see if it was quick and in about 15 minutes, I am already at 10%... But steam's server download rate fluctuated too much for me to be able to guess an approximate of the size of the download.
