Alright, so, during Steam's summer sale my brother nabbed Tropico 3 for a nice price. All excited and whatnot he installed it. 2 days later when it finish, he was all giddy to play. He starts it up and sees the screen of Tropico, which is then followed by a black screen. Almost an hour later, he moves his mouse and pushes some buttons, which result in the menu screen.

The menu screen is a garbled mess, you can't see what you're clicking because the only visible selections are the top portions of the menu options. What is causing this? He runs a Windows XP and has more than enough RAM.

He appears to have enough MB, and has a good one. (Can't remember what.)

Seriously nobody can help you with information like this.
Download CPU-Z and list data from the CPU, Mainboard, Memory and Graphics Tab. Also look up which OS he's using (Start -> Control Panel -> System).
/edit
Additionally the version of your graphics driver would be good to know and the system's temperatures (freeware: HWMonitor)

If you want to make totally sure that all information is available though add a hijackthis log.
