I'm starting a new pub, should I have it at 66 tick or 100 tick?

66tic is the way the game is intended to be played, and it performs better in the orange box engine than it did previously, making 100tic obsolete as it just adds unecessary network overhead and more load on the server. It also causes bugs like doors opening weird and weapons fire faster than they are supposed to.

Drawback. There are several reasons that you don't want a 100tic public server.
The most important is that it basically forces everyone to have FPS greater than 100. It does add some CPU and network overhead as well. But that is beside the point.

The most important thing is that your server is not so overloaded that begins to lag behind 66tic.

To avoid having weird issues like people getting shot after they moved behind cover, you should enforce a ping limit. Some say 100, I say 80. Lets face it, this isn't TF2, too far beyond 50 in CS and your pushing it.

Rate enforcement is not something that I generally recommend. Everyone will require slightly different settings anyway. If some one wants to mess with their rates then it will generally affect them adversely and wont be an issue. If you get rate hackers you will just have to ban them.

A good cs server is a happy cs server. If people's hits reg, then you will be popular no matter what tic your running.
