RFG: Stuck at 98 actions completed

Title says it all. Seems nothing can influence it higher. The game keeps running the same convoy going from Oasis to Badlands, and it's a tossup as to whether it'll be hijack or destroy. I've completed both several times. The only visible white dot I have on the map is the 10-minute transporter, and I'm putting that one off still. No destruction targets are visible. Any ideas?

Edit: Found a transporter in some unexplored map area, so 99 now. Still have 5 more by the achievement progress, though.

I am not intending to get this one myself but perhaps were some that needed to be completed before you liberated a sector like a raid or something?

Yeah, I'm just driving around looking for EDF assaults at this point, though it's tough to get them to appear when the game is -constantly- throwing convoy popups at me. I'm at 100/104, and none of the convoys are affecting that number, no matter where I go. Are there really just four assaults that haven't popped up yet?

Did you do all of the Heavy Metal side missions? Because I think they go away when you liberate a sector.

there was a hostage rescue mission in the first area, I blew all that stuff up. anyway the buildings remained gone so I never could complete it.

Once you beat the game, all side missions and targets of importance become available on the map again. As for hostage rescue missions, I imagine the building re-spawns when you begin the mission again. I know it works that way for some raiding missions (ie. EDF statue in Eos respawns for that raid mission).
