Unless Steam gives you voice chat you would need to use some other form of voice communication software, like Ventrilo.

I actually use TeamSpeak, when I am on. I personally do not like Ventrillo because, on occasion, I'd get a strange feedback loop that I don't hear, but my friends do. That happens even with Push-To-Talk enabled. I still have the strange feedback loop with TeamSpeak, but seeing as I have PTT enabled, people don't hear it, and it only occurs when my microphone is active. o_O;
