UPDATE 09/01/2010
Pretty cool news! Community member shroomalistic managed to get so called "COMPLETE EDITION" with all mafia packs and may probably be only one in the world (except developers) who has a complete version of Mafia II! It was not easy, but if you are dedicated fan, nothing can stop you. Read below how he did it:
i bought the digital deluxe version on ebay for 34 bucks then spent an extra 35 for all the other dlc's. So all in all I got the complete set so far for 69 bucks which isn't a bad deal I think. I love the game and just about everything about it so to me it was totally worth it.
UPDATE 08/29/2010
Pictures of stuff you will get with bonus packs! (http://forums.2kgames.com/forums/showpost.php?p=875825&postcount=85)
Packs explained:
COLLECTORS EDITION (http://www.mafia2game.com/preorder/uk/collectorsedition.html)
Includes: MADE MAN PACK + Steelbook packaging, Official orchestral score, 100 page hardcover art book, guide to Empire Bay map printed on specialty teaser resistant paper.
VEGAS PACK (http://www.mafia2game.com/preorder/uk/index.html)
Get a taste of old school Vegas in this new downloadable content pack from Mafia II. Bring a taste of Vegas to Empire Bay as you cruise through the town in two new cars with smooth handling and timeless lines. Vito shows his Vegas style in two new suits.
WAR HERO PACK (http://www.mafia2game.com/preorder/uk/warhero.html)
The '40s wouldn’t be complete without a war hero. Vito plays the role well in the War Hero downloadable content pack. Drive two military style vehicles and notice the superior handling in all weather conditions. Vito looks sharp in two new military inspired suits, including a full uniform and fatigues.
RENEGADE PACK (http://www.mafia2game.com/preorder/uk/renegade.html)
Show off your inner renegade in this new downloadable content pack. Start with two new cars, one with the slick styling and tight handling of a small sports coupe and the other with the revved up engine of a 50s hot rod. Outfit Vito in two new suits including leather and lettermen’s jackets to fit his renegade persona.
GREASER PACK (http://www.mafia2game.com/preorder/uk/greaser.html)
The Mafia II Greaser downloadable pack is all about speed. These two new hot-rod speedsters will win you pink slips every time. Pair that with two new suits for Vito, one with leather jacket and heavy boots, the other a leather racing suit, and get ready to start your engines.
MADE MAN PACK
Free access to in-game downloadable pack that lets players get behind the wheel of two different luxury automobiles modeled after classic cars from the period. In addition, Vito will look the part with two new “made man” suits, including a vintage tux.
SPECIAL EDITION
Includes both MADE MAN PACK and GREASER PACK. This seems to be currently the very best deal your money can get for Europe.
STEAM DIGITAL DELUXE EDITION (http://store.steampowered.com/app/50460/)
Includes MADE MAN PACK. This is the same as retail Collector Edition but lacks following physical content:
Negative: No Steelbook packaging,
Negative: No 100 page hardcover art book
Negative: No guide to Empire Bay map printed on specialty teaser resistant paper.
Positive:This content is in digital format instead.
Positive: Steam version receives a free copy of the original Mafia game to play right away.
STEAM (non-deluxe) (http://store.steampowered.com/app/50130/)
Negative: No bonus pack of any kind.
Negative: Price is a way higher than retail with bonus pack.
Positive: Steam version receives a free copy of the original Mafia game to play right away.
CONCLUSION:
Its a matter of preference and wallet which version you prefer. It is hard to go wrong with whatever kind of retail version for European gamers. Retail versions loaded with packs are available for 24-27£ which is way cheaper than Steam version which comes without any bonus pack. Yes, you can get access to Mafia 1 with Steam, but you can get Mafia 1 as low as 3.95£ retail.
Collector`s Edition box is very tempting (giving you all the Mafia II stuff you get with Steam`s Deluxe Edition. Collector`s Edition price is the same as Steam`s Digital Deluxe Edition.
If you are in hurry and do not care about stuff like DVD, steelbox, hardcovered 100 page art book, printed map, bonus packs etc... and you want to get access to Mafia 1 ASAP and not buy it for a few pounds retail, then Steam version seems more appropriate for you. Remember though, that MAFIA 2 is still pre-order and all we have to wait til the end of August together.
Update (26.07.2010)
Collector`s Edition has the same price as Steam`s Deluxe Edition. £49.99 is only a few pennies/cents less than €59.99 (http://www.xe.com/ucc/convert.cgi?Amount=49.99&From=GBP&To=EUR). As Collector`s Edition and Deluxe are sharing basically the same Mafia 2 stuff (one in physical, second in digital format) I would say Collector`s Edition is still a better deal.
If you are living in EUROPE - concluding facts given before - I see no reason whatsoever to go with Steam`s MAFIA II version of any kind this time. You can activate your retail copy with Steam, save some money and get more stuff. You decide! Happy gaming!

Unless you are in a hurry is indeed the correct word because no pre-orders of the Deluxe are available in Europe yet. If you going on something like a holiday or such you might want to pre-order from Steam and get Mafia 1 for free, but other than that patience until after the demo would be wisest.
That way retailers can catch up and we get more bang for the buck when the price wars start.
Other than that it's a bit of a shame Mafia 2 has turned into a corporate ♥♥♥♥♥ once again with retailer exclusive content. Just makes me sad that they are keeping some of the stuff away from us that's all.
Hope they release all packs o the Delxe buyers for free after like a month or 3 when the initial sales boom has pretty much past.

So I mean that Mafia 2 box edition is optional for activating on steam, right?
I mean it not compulsory, like some game such as Napoleon Totalwar, is it?
Because it doesn't mean that all game titles that exist on steam can be activated. Like BFBC2
(If it optional, I will go on steam anyway, regional download server should be better.)
I will buy box edition anyway, most of the time I prefer keeping boxes,

Time to pre-order a copy from every retailer wait for the code and then cancel all of them, yet again.
What ever happened to getting all of a games content when it was released? Oh yeah... ♥♥♥♥ing Horse Armor.

Is the code usually sent by e-mail or by regular post?

Sometimes e-mail, sometimes you have to go into the store and pick it up.
Note this only works for retailers who do not ask you to pay anything to pre-order from them, so be sure to ask about a companies pre-order and cancellation policy.
I honestly wouldn't mind if all the retailers had the same DLC offer, but there is absolutely no way to get all of a games content at launch these days without about 10 copies of the same game, which is not right.

Can only find a "Special Edition" up for pre-order in the UK for the PC, which isn't even on your list.
It is just the Game + different case artwork + Made Man & Greaser pack.
Except this: http://www.coolshop.co.uk/catalog/product/64101-mafia-ii-2-collectors-edition--for-pc
Looking at the price it doesn't seem they've actually been given any details as to whether they are getting it though.

Yep, "Special Edition": http://www.game.co.uk/Games/PC-Games-and-Downloads/Action-Adventure/Mafia-II-Special-Edition/~r350431/?s=Mafia+II+Special+Edition++
This is the best deal for european people like me.

In the US the collectors edition with Tin is $69.99, so it costs $10 more then Steam Digital Deluxe edition, for the tin and printed map. You still get the map on steam, but digitally.

Thank you for a note. I updated my list with SPECIAL EDITION (Made Man & Greaser). It really seems to me that SPECIAL EDITION is the one I'm going to buy - just think about it - 2 bonus packs and pricing hard to beat. Its almost twice cheaper than Steam`s DELUXE EDITION which gives you only Made Man.

Yes, if you ordered your gamestop order online, they very specifically say once they send you the code you cannot cancel the order. To prevent the masses of people who like to get the free codes then cancel which happens all the time. Of course it cannot hurt to call them about it.

What I'd like to know is 2 things. For the Digital Deluxe edition and the Orchestral Score. 1.) What format are the files going to be? 2.) What bit rate are they going to be?
I generally encode any digitally at 256Kbps VBR in MP3 format. Anything less than that I'd rather rip the CD myself.

No, its Steamworks enabled so it requires a Steam activation, even for boxed copies. Just like Just Cause 2, Empire:Total War, etc.

There is no word if they are in-game unlockables or later purchasable via store.

I would suppose not, as they call them "exclusive". It doesn't mean that they couldn't change their mind again later on, of course, but I wouldn't bet on it.
These practices bug me too. In particular, I believe that stuff like this will push more people into the realm of illegal downloads. Of course they are just a few cars and outfits, but they are deliberately making all purchasers miss out on some of the content, and I know that there are a lot out there who would rather have it all. All the while you can bet that some scene group will have a complete DLC pack out within hours.
What bugs me is that the U.K. in particular does not get a Collector's Edition release for the PC. It's about the only country in Western Europe where games are still affordable. Does anyone know of a U.K. on-line store that takes pre-orders on the PC Collector's Edition and also ships to the mainland? (Amazon doesn't offer it).

Excuse me, but are you ♥♥♥♥ING KIDDING ME?!
I decided to purchase Mafia 2. I was thinking if it's worth 10 pounds for the Digital Extra stuff you get on steam until I found out about all the other 50 editions out there.. Seriously, I wanna hit the guy, who thought that all out.
What's so difficult in selling a Mafia 2 game with all stuff you made for a decent price? One retail, one digitally. DON'T call it "$AWESOME_WORD Edition". Call it "Mafia II".
This Special / collectors / Platinum / Deluxe / DLC Edition is getting out of the hand here. It discourages people like me to buy games.. I always think I miss out content if I don't spent at least 30 mins to get informations.
I don't say I'm gonna pirate this, but it'd be a lot easier to get all the content..
Thumbs up for not having a drm (except Steam) and a demo, though.

Such nonsense. I started to see how out of hand this DLC thing got when Empire: Total War was released. It even ticked me off buying it.

Well, I guess there's a cost for simplicity : Steam does all the job, you don't have to get outside or wait for your Amazon copy.
It's also possible 2K doesn't want to reduce its margin on Steam licences, as Steam always get a cut out of the price, thus the quite high price.
If you can mod Mafia II quite easily, all these DLC shouldn't be a problem : someone will make all the cars available quickly :)
(otherwise it would be a lame move to all the fans :()

I totally agree that all of these little in game bonuses for buying the game from a specific retail is unfair. Why am i punished so to speak for purchasing the game from the method of my choosing. I realize why this happens but it is just poor business as it alienates and angers your customer. The whole idea of in game items as a bonus in special editions angers me in the first place. If something was created for the game and is ready at launch, then just make it part of the game to begin with and stop dicken' us around. Then there is this announced DLC of Jimmy's Vendetta, which from what i have read sounds a lot like free roam type game play with side mission type missions. Something that could have easily been added to the end of the game as a bonus for completing the game.
I am enjoying the game very much so far and praise the developers for making such an immersive game with a great story and also for making it a "PC game" and not a console port like some other developers might choose to do *cough* rockstar *cough* GTA. but it is all this marketing BS that is pissing people off and is not just with this game, its becoming a undesirable trend. Yes it is just some suits and some cars but where is going to stop.

You speak my mind, dear friend!!
This business is becoming more and more antagonizing against their customers. The trend is really to sell kind of a "starter pack" game and then add on top of this with pay-DLC.

I'm also against the idea of delivering different content on where you purchase the game... it's freaking dumb. If you pay full price for the game, you should have access to all of the content, it's that simple.
Could you imagine if things were like this back in the NES days? What's happening to gaming :-/

I pretty much agree, but why should you have access to all cars and clothes? Well maybe some cars drive faster or are better in offroad/wet condition, but that does not change gameplay dramatically.

I read somewhere in a post that all this pre-purchase DLC stuff will come out in a combined DLC somewhere along the way. There even was a price rumored of 7/8 $ but I have no idea where this comes from, could just as easy been totally made up.
@R0TTENCAT: you're right but try to see it that way - it's kind of a collector's thing. It's not about needing it for gameplay, more like the wish to have a complete set of things out there for your favorite game..

It's actually trivially easy to get all DLC as long as you own any one preorder pack. All the data is in the GDF files already so you just need the proper references.
You don't need to steal anything, everything is provided for you (just locked).
