I think that I've found the solution to the game not launching issue some have had that requires re-installing or 'verifying integrity of game cache' each time.
If the Relic Downloader (found at: {install dir}\Steam\steamapps\common\company of heroes\RelicDownloader\RelicDownloader.exe) is allowed access to the internet the game will not launch for me.
After blocking it in my firewall I've not had a problem nor have I needed to re-install/'verify game cache' since.
RelicDownloader is apparently a p2p-based patcher added in retail patch 2.400 that is started during the launch process. It is likely causing file inconsistencies with the Steam version which is why you then need to re-install or 'verify integrity'.
It appears RelicDownloader.exe can be safely deleted or renamed to avoid it running at all, or blocked via a firewall.
If others that have had to 'verify integrity' to be able to launch can confirm this please reply to this thread and I can then raise it to Steam Support for further investigation (or at least to the FAQ so others can find it easily).
