Hello I was wondering if I needed to have Fallout 3 purchased on steam in order to use the DLC from steam?

Requires the base game Fallout 3 on Steam in order to play."

just buy it over GFWL its the same price or buy a GOTY edition if your getting all 5 its only .04 more and you get a free copy of fallout3 with it

Just buy the Steam version of the Goty. It is the exact same price as all of the DLC's put together. Stay away from the GFWL at all costs though. If it costs the same on GFWL as it does on Steam, go for Steam.
Just my two cents.

They would sell more DLC if you just needed the retail version instead of Steam version. I guess this answer to a question I had as well, so another Steam purchase I won't make.

Would it be possible to buy the GOTY edition so I'd have the DLC linked with my game so I'd not have to use GFWL and than give someone the regular game exclusing DLC?I figure I shouldn't have to pay whatever is extra for the base game just to have DLC.Am I missing something with my reasoning on this?

You could give someone your steam account with the original fallout 3 on it then buy the GOTY edition on another account. I think.

how am I supposed to know how many games you have on your steam account?
Anyway, I'm pretty sure that you can log a steam ticket and they might reset the key of Fallout 3. You can then use that key on another, new clean steam account and sell that one.

It's an issue of compatibility. Steam downloads games to its own directory structure. Fallout 3 retail (and possibly retail DLC disks) installs to its own structure. GfWL downloads DLC to its own structure, as well, relatively deep inside your Windows user profile folders.
If they cared about selling DLC here, they would've offered it earlier. This game's at the end of its cycle. They're just picking up stragglers at this point.

You're not paying extra. Max you would've spent is $100 for base game + DLC (I paid $30 retail base + $50 GfWL DLC). DLC is $50 undiscounted. GoTY is also $50. So as you can see, you're paying for the DLC before you even count the base game. People are going to argue that the DLC isn't worth $50, but that's irrelevant. Either pay $50, or wait for a discount (just like retail).
